Our corporate offices are located in the high sierra town of Quincy California (Plumas County) where we build market development programs for Chamber of Commerce organizations across America. Our first project was launched by the Quincy Chamber of Commerce designed to increase chamber membership and improve the local member business activity. Fortunately, the program has increased chamber membership by 38% in its first 90 days, and online sales in the area are growing as well.

Richard Scully, Founder & CEO
Richard Scully is the author of two staffing system patent applications and founder of TriStep. He invented the "TriStep HiringSystem", the first ever fully automated online "contract workforce sourcing and compliance management system" that launched in 1992. It was designed to automate the process of procuring, managing and retaining contractors stationed around the world by providing exceptional localized benefits and an "Open System for People(r)." The system, proven so valuable, companies like Unisys, KLA,Tencor Instruments, Intuit, Symantec and many others, setup the system to cut cost and increase applicant flow in order to create a stronger more reliable workforce.
The company consisted of a virtual back office for managing relationships and to serve a multitude of consultants, 325 vendors, and was used by hundreds of companies in 38 states. He founded the idea of a multi-tiered hiring system as an alternative to the temporary agency "sole-source" programs controlled by just a few companies. With the TriStep Hiring System at hand, we were able to break the log-jam of control by just a few vendors, and then dramatically reduce cost for our customers and improve benefits for 50000 contractors across the country.
TriStep's exclusive three step hiring process was truly unique and revolutionary in the way contract staffing operations (173 Billion Dollar Market) worked within a company. Richard also directed TriStep through a successful exit when it was purchased by eWork in 2000 and the system was re-branded under the name ProSource.

Brian is the operations / data conversion manager here at EcTownUSA. He works with our customers and their members to provide the best support possible. You will find very knowledgable in many areas of our Industry. Prior to Brian's formal computer education he worked in the retail business for many years. Combining computer and software skills with customer service is what makes Brian so successful with us here at EcTownUSA.
Brian obtained his Associates Degree from the Career College of Northern Nevada. With several years of work experience he has been instrumental in helping configure and manage our systems and customer eCommerce programs.

Scott C. Wilson, Global Reach Enterprise Resources, Inc.
Scott C. Wilson has 30 years experience in the leadership and management of organizations. His skills in strategy, organizational and staff development, political affairs and fundraising give clients a great deal of insight and practical solutions.
Having spent 19 years as a Chamber of Commerce executive, Wilson excelled in growing communities and their Chambers. His focus on strategic positioning, leadership development and successful entrepreneurial programs lead to national recognition by colleagues. Wilson attained the status of Certified Chamber Executive, and honor given by the American Chamber of Commerce Executives Association and is awarded to only about 8% of Chamber Executives in North America.
Wilson has also been highly successful in professional fundraising. Spending 11 years with leading national consulting firms, he assisted fifteen organizations with strategic and management relevancy as well as raising $25 million for these clients. Duties include facilitating new strategic planning, leadership, staff development and team building. Also, designing new operating plans and presenting these plans to large investor bases. Finally, directly handling the marketing and sale of these plans to prospects.
In mid 2001, Wilson launched Global Reach Enterprise Resources, Inc. Global Reach utilizes his background and skills with its focus in Strategic Consulting, Capital Formation and Human Capital Solutions. The company focuses on moving technologies from the laboratory to the marketplace, strategic management consulting and providing solutions to the human capital challenges businesses face.
Personal endeavors for Wilson are varied. In addition to conventional activities like golf and skiing, he is a partner/driver for Iccarus Racing campaigning a Formula Ford in SCCA’s Southern Pacific Division.
Eduardo Wagner, Eduardo Alberto Marketing
He has over thirty years of Public Relations experience with a major focus on both the recent Spanish speaking immigrant as well as the U.S. born Hispanic. This unique market currently comprises of over 40% of the greater Tucson and Pima County population. Edwardo has served on numerous boards and has been appointed to various special task forces by three Arizona Governors. He served as an Administrative Assistant to former Tucson City Manager Joel Valdez. Eduardo has created and produced award-winning marketing and training videos and has been a Spanish-marketing consultant to major corporations. Eduardo Alberto was the Director of International and Hispanic Marketing at The Moret Agency, a well-known advertising agency that has to its credit multi-million dollar accounts that include Click Automotive.
In 2000, Eduardo represented the Hispanic community as an on air personality for the Jerry Lewis, Muscular Dystrophy Telethon, which aired live on the ABC television network KGUN-9. Then in 2003, he hosted a weekly Spanish Language radio talk show. He also hosted Feliz Navidad Tucson, a KGUN-9 Christmas special. And for four years running he has provided live color commentary for the Fiesta De Los Vaqueros Tucson Rodeo Parade.
Because of Ed’s vast knowledge of Charros (Mexican Cowboys,) the sport of Rodeo, and his intimate knowledge of the Cowboy/Cowgirl culture, he was asked by Governor Fife Simington to intervene in what had become a hostile situation between Animal Activist organizations and the Arizona Cowboy and Charro organizations. Ed was able to negotiate a favorable compromise between the two factions that has lasted to this day. He also met with and consulted members of the California legislature and attorneys for the Professional Rodeo Cowboy Association (PRCA) on how to deal with the same problems in California.
Ed is a native Tucsonan who is a recognized authority in reaching the Hispanic/Latino market as well as an expert in American and Mexican Rodeo and other Equine related sports. His knowledge of the Rodeo Cowboy and Mexican Charro come from a lifetime of personal experience. He comes from a long line of ranchers, Rodeo competitors, and Rodeo and Horse Racing trainers. Ed competed in Bull Riding and Bareback Bronc Riding until the age of 42. He received the first teaching certificate to be awarded by the Arizona State Board of Education to teach Rodeo at a college level. He has performed as a Rodeo Announcer and has produced Rodeos for over 29 years.
